Rover Program Changes

Program | Activity Areas




Investiture requirements A prospective member will be paired with an experienced Rover, known as the individual's sponsor. Together they will:
  • Confirm membership requirements (Mission, Law and Promise).
  • Assess candidate's attitude, skills and knowledge.
  • Discuss program goals with candidate.
  • Determine the expectations of the candidate.
  • Convey the expectations of the Crew.


  • Timeframe : 6 weeks.
    Recognition : Rover Epaulettes upon investiture.
Development Stage Each year, the Rover will develop themself further and demonstrate that learning to the Crew in at least one skill set per Activity Area by:
  • Setting personal goals for development:
    1. the setting of goals is to completed within three months of each Scouting year
    2. individual's sponsor to ensure completion
  • Integrating personal goals with Crew activities (in consultation with Crew).
  • Working towards achieving personal goals (attaining skill sets).
  • Doing self-evaluation and assessment on a defined, on-going basis:
    1. to be completed at least annually
    2. individual's sponsor and Advisor to ensure completion
    3. Convey the expectations of the Crew.


    Timeframe : Normally 3 years.
    Recognition : Certificate & uniform badge.
Practicum Stage A Rover in this stage of development will:
  • Set personal goals for further development
    1. completed with a person of the Rover's choice (ie. individual's sponsor, Advisor, other)
    2. completed at least annually
  • Integrate personal goals with Crew activities (in consultation with Crew).
    1. assisting Development Stage members in realizing their goals
      AND/OR
      providing meaningful community service
      AND/OR
      other, such as experiences encountered in a vocational Crew
  • Work towards achieving personal goals (attaining skill sets).
  • Do self-evaluation and assessment on a defined, on-going basis:
    1. to be completed at least annually
    2. person of choice and Advisor to ensure completion

    Timeframe : Remaining years in program.

Actvity Areas

Through this program, young adults will experience activities which will allow them to develop their attitudes, skills and knowledge within the following six Activity Areas. The compositionn of an individual's program will be built through the setting of personal goals, within the elements, and the integration of these goals into the Crew activities. The practise of "learning by doing" will be emphasized with a majority of the learning coming though participation in Crew activities.
