On April 14, 2002 four motions were approved, which led to the creation of an Area Servicing Structure for Scouting throughout the Province of Ontario on or before August 31, 2002. The acceptance of these motions has occurred following several months of gathering information and feedback from Scouters, at every level of the organization, across Ontario and Quebec.
Each Regional Council in Ontario has received a copy of the Council Operations Manual, which will officially serve as the foundational guide for establishing and maintaining a Regional and Area Servicing Structure. However, it is important to emphasize that the manual contains the guidelines - we fully expect that how the changes will be implemented will be unique and structured to local conditions and your community.
That should not be interpreted as an ability to "opt out" of the changes. Rather, this is an opportunity for each region, area and group to work together to decide what works best for them to implement and achieve the final goal - every volunteer focused solely on the delivery of a quality program, with superior servicing and volunteer recruitment & development in place to support that delivery.
In order to ensure that local conditions and community requirements are communicated effectively, we encourage you to discuss your concerns and questions with your Regional Management Committee members. Implementation Plans being developed in other regions may not best suit your local needs and therefore other Websites may contain information that is not relative to your implementation plan. Open, honest and direct communication is the best way to achieve our goal - we encourage you to contact your Regional Management Committee or to look to your regional Website for the most current information for your section, group, area and region.

MOTIONS APPROVED AT THE PROVINCIAL EXECUTIVE BOARD - APRIL 14, 2002
1. On or before September 1, 2002:
The Provincial Commissioner will appoint a service team, which will include a Regional Commissioner for each region and may include Deputy Provincial Commissioners and other Service Scouters as required.
Each Regional Commissioner will appoint a service team, which will include an Area Commissioner for each area and may include Deputy Regional Commissioners and other Service Scouters as required.
Each Area Commissioner will appoint a service team, which will include a Group Service Scouter for each group and may include Deputy Area Commissioners and other Service Scouters as required. A Group Service Scouter may not be an active Scouter in the group he or she services.
Service Scouters are accountable to the commissioner who appointed them.
2. Functions directly related to program delivery will be realigned, in terms of organizational alignment, to the Commissioner.
